The portability problem this solves
A reputation score on a centralized platform (an Uber rating, an eBay seller score) is trapped there -- it can't move with you to a competitor, and the platform can reset or revoke it unilaterally. Decentralized reputation systems try to make a track record portable and independently verifiable: attestations signed by counterparties, stored somewhere that isn't controlled by any single platform (on-chain, or in a verifiable-credential format), so a new platform could in principle trust a reputation earned elsewhere without asking the original platform's permission.
